Pre-Design (Stage 1)

  • Review the commissioning related targets (Green Star or otherwise).

  • Review the services briefs and provide feedback in regard commissionability.

  • Review of design intent and concepts for the mechanical, electrical and hydraulic services required to be verified under award points and sort using CIBSE commissioning codes A, B, C, L, R and W, as applicable.

  • Set commissioning target requirements and agree decision makers along with criteria for sign-offs.

  • Include evaluation and decision points in design programme. documents that reflect commitment.

Detailed Design and Tender

  • Ensure that the design intent in the tender documentation is clear.

  • Ensure that the tender documents reflect the obligations.

  • Identify gaps in knowledge and spot specific risks for building management and end-users.

  • Determine the end-user control systems. 

  • Tie-in findings with reality-checking.

 

Construction

  • Implement an ongoing design appraisal reporting system based on the construction drawings.

  • Co-prepare with lead contractors a commissioning plan for the project.

  • Prepare report format which provides a status of the commissioning.

  • Co-ordinate the preparation of a draft commissioning report to allow all parties to understand what will be required in the final report, how it is presented and what they need to do to allow the commissioning report to be completed.

  • Review commissioning program with contractors and their subcontractors.

  • Ensure that the contractor and the subcontractors understand their obligations.

  • Single review of the workshop drawings of the mechanical, electrical, hydraulic, and fire services to ensure that they adequately cater for achievement of their respective requirements.

  • Conduct commissioning meetings with the subcontractors and interested parties to finalise deliverables, format, reporting requirements, program completion works etc.

 

Post Construction (Stage 4)

  • Undertake inspections of required services.

  • Undertake functional performance testing on major system.

  • Undertake quarterly reviews of the building operation to improve performance.

  • Undertake quarterly reviews of the building operation to complete (NABERS or otherwise) monitoring.

  • Provide recommendations for proposed tuning measures.

Post Construction 1 - 3 yr+ Aftercare (Stage 5)

  • Undertake quarterly reviews of the building operation to improve performance.

  • Ad-hoc communications with the Facility Management throughout the three year period to ensure knowledge transfer.

  • Undertake an annual post occupancy evaluation and report on findings.

  • Annual detailed tuning reporting and meeting with lead designer and Facility Manager.

  • Lessons learned workshop on 3yr Post Construction.
